The only noteworthy exception is the 255-Absorb SCUM, who are just as vulnerable to Fire. Nonetheless, ICE is a very useful spell for your Bl.MAGE to deal some damage with. Just don't use it against Undead!

You won't run into a whole lot of Cold-vulnerable creatures outside of Gurgu Volcano, but ICE2 is still a great damage spell simply because it deals 1/3 more base damage than FIR2 or LIT2. As long as you save at least one level 4 slot to cast FAST during a given boss fight, there's not much better to do with your spells than pound foes with ICE2. Be aware that all Undead and most enemies in the Ice Cave resist Cold—however, those are all solid FIR2 targets anyway.

ICE3 is the ultimate elemental attack spell for your RedWiz, though NUKE puts it to shame. There aren't many of targets weak to Cold late in the game, but ICE3 deals enough damage to make it worthwhile against groups of monsters without elemental resistances.

Blizzard is not as generally useful as Fire, but between the two, you can exploit a great deal of elemental weaknesses. You won't be using it in every fight, but many high-defense creatures are weak against Ice, so it pays to level Blizzard. You can find a Blizzard Tome in the Snow Cavern, but you may want to buy the spell before then. You can use the Tome as an item to take down the Adamantoise boss quickly.
