The Power Sash is an interesting piece of Armor. It has low weight and magic penalty, but its defense also isn't that great. It provides a strength boost, but you can get that in several other ways. The only compelling reason to use this Armor is if you have a lightly-armored front-line fighter focused on evasion, and no available Power Armlets or Twist Headbands. Otherwise, there's always something better they could be using. Even its Elemental defense isn't all that exciting.
