While it does the same amount of damage as FIRE, LIT is not nearly as useful. You won't find anything weak against Lightning until you get the SHIP, and at that point level 1 damage Spells are a little anticlimactic. LIT is a useful tool against the high-Evade SAHAGS, but they usually appear in such large groups that you will run out of Spells quite quickly. Feel free to have your RedMAGE skip LIT if you want more flexibility in Spell selection.

LIT2 is, like its predecessor, not as widely useful as FIR2, but it is nonetheless an important Spell. You will really only run into Lightning-weak Monsters in the Oceans and Rivers and in the Sunken Shrine, but you will also run into many Fire-resistant Monsters (such as those in Gurgu Volcano) that LIT2 can be useful against.
While it does the same amount of damage as Fire1, Bolt1 is not nearly as useful. You won't find anything weak against Lightning until you get a ship, and at that point level 1 damage Spells are a little anticlimactic. Bolt1 is a useful tool against the high-Evasion Sahagins, but they usually appear in such large groups that you will run out of Spells quite quickly. Feel free to skip Bolt1 if you really like debuffs, or if you want more flexibility with your Red Mage.

Bolt2 is, like its predecessor, not as widely useful as Fire2, but it is nonetheless an important Spell. You will really only run into Lightning-weak Monsters on Rivers and in the Sunken Shrine, but you will also run into many Fire-resistant Monsters (such as those in Mt. Gulg) that Bolt2 can be useful against. Fire2 is still a higher priority, but don't forget this Spell.
