The Heal Staff is useless as a Weapon, but its ability to cast HEAL each turn for free is invaluable. If you're hurting for healing, you can kill all but one weak enemy and just use the Heal Staff each turn (with other party members using useless items, or maybe the White Robe). This form of healing becomes even easier once you collect the Heal Helmets later.

The Healing Staff is useless as a Weapon, but the ability to cast Heal1 each turn for free is invaluable. The Healing Staff is an interesting weapon. Used against most creatures, its attack score is ignored, and it heals the target instead of harming them. The exact amount of healing is similar to the Heal Ability, 30–60 points per hit. Every now and then, however, it heals as much as quadruple that amount, for reasons I am unsure of.

On the other hand, used as a weapon against the Undead, the Healing Staff is extremely brutal. Its 78 attack is enhanced further because of its family bonus, and the weapon deals extra damage on top of that. Interestingly, the staff appears to still heal even Undead targets, though the damage tends to outweigh this healing by a long shot.

The Healer's Staff is a very nice Weapon for Vanille to use when acting primarily as a Medic. You'll find it to be useful in many tough battles, despite its low base stats.
