The Heal Staff is useless as a Weapon, but its ability to cast HEAL each turn for free is invaluable. If you're hurting for healing, you can kill all but one weak enemy and just use the Heal Staff each turn (with other party members using useless items, or maybe the White Robe). This form of healing becomes even easier once you collect the Heal Helmets later.
