Oddly, the most powerful staff in the game is not only dropped only by enemies, but it can be dropped as early as the Tower of Zot. Of course, the Silence Staff's power isn't much of an advantage even then, but its +10 bonus to Will is surpassed only by the Sage Staff found in the final dungeon. If you find this staff early, don't leave it on any party members who are leaving!
