Steal, Master Command
A Character equipped with a Steal Materia can use this Command to try to take an Item from a Monster. Note that if you successfully Steal something, the Monster will not drop anything: you can only get one Item per Monster. The rate at which you might get any given item is listed on the Monster's card, but these rates are affected by the relative levels of the Character using Steal and the Monster. If you are the same Level as the Monster, the rates can be interpreted as written. You can see the base rates (which are based on being 10 Levels higher than the monster) of each Item by hovering over the percentage. The Steal rates are essentially modified by ±2% per Level: at +60 Levels (or when equipped with the Sneak Glove), the success rate is double the base rate.
If a Monster holds multiple Items, the Steal rates do not all multiply the same way. This is because each Item is checked in turn, and you only get the first one that succeeds. As a result, Items later in the list can actually become more difficult to Steal as your Level increases, if the rates become high enough that Steal always yields some Item.

The base success rate of Steal is 50% when stealing from a Monster of the same Level as the thief. Being higher or lower Level than the target will increase or decrease the chance by 1% per Level.
If you successfully Steal, there is a 1/8 chance you Steal from the rare Item slot; otherwise you Steal from the common Item slot. If that slot is empty, the Steal fails. You can only Steal one Item from each enemy.
