The base success rate of Steal is 50% when stealing from a Monster of the same Level as the thief. Being higher or lower Level than the target will increase or decrease the chance by 1% per Level.
If you successfully Steal, there is a 1/8 chance you Steal from the rare Item slot; otherwise you Steal from the common Item slot. If that slot is empty, the Steal fails. You can only Steal one Item from each enemy.
When Monsters Steal, they will take large amounts of GP from your coffers. The full amount will be added to the rewards at the end of battle unless that enemy runs away before being defeated.
