The Underworld entrance to the Tower of Babil has a few chests to either side, including a number of valuable Ice Arrows. Give these to Rosa, as many enemies in the Tower are vulnerable to Ice. Indeed, the Underworld side of the Tower is basically the Fire dungeon to complement the Tower of Zot's Ice dungeon.
