You can enter the Waterfall any time after obtaining the AIRSHIP, but plotwise you're not supposed to come here until you've been to the third floor of the Mirage Tower and need to come looking for the CUBE. It might be worth coming a bit earlier, though, as there is some nice Treasure to be had here, including one of the three Ribbons in the game.

The actual layout of the Waterfall Cavern is maze-like, but there's only one floor. Stay near the southern wall and you'll eventually find the singular Treasure room, guarded by an encounter with mummies and various bird-type creatures. Don't forget to speak to the robot in the Treasure room to get the Warp Cube.
With the exception of the rare Green Dragon, there's nothing new or particular nasty waiting for you in the Waterfall Cavern. Groups of Pyrolisks can be taken out quickly with a tier-2 attack Spell, but if the party is equipped with Protect Rings, their Gaze attack is no threat. Mummy groups can be taken out with Dia, and the Clay Golems and Nightmares should pose no problem. The Green Dragon is a dangerous foe, however. Like most Dragons it has a nasty Special Attack, but it is Poison elemental so no Nul Spell short of NulAll will protect the party from it. Therefore, take it down with physical attacks as quickly as possible.
