Early in the battle, Tiger rarely acts. It will use S. Cross, N. Cross, or Flare Star in the second round of its four-round cycle, and may attack in the fourth, but is otherwise idle. Once you've dealt 18,480 damage to it, it will start using its Abilities on every turn, sometimes adding Doom Tusk to turn a Character into a Zombie on top of that. It has an easily exploitable weakness to Ice.
