This puzzle-like area can be accessed when you return to the area after defeating Reno and visiting Aeris's mom, but you'll need Batteries to make any progress. They are sold by the owner of the Weapon Store in 'Wall. Two of the three Batteries he sells are required to make it to the Upper Screen.
