It is not clear exactly how Ultima is supposed to work, but the sad truth is that it certainly doesn't seem to work correctly. It can do an impressive amount of damage at level 1, over 100 per shot, but even Ultima 16 is only doing around 500. In later versions of this game, Ultima's power was influenced by the combined levels of your various Spells and skills, but that is not the case here. It's not worth selling the Tome, so it is at least useful as a cheap 100 damage Spell, if nothing else.

Ultima is really and truly an unfair Spell. It hits all enemies and ignores Mag.Def while also featuring higher Bat.Pwr than any other Spell. The result is destruction on a massive scale. To learn it, you'll either need to take the Ragnarok Esper or uncurse the Cursed Shld by using it for 256 battles.
