This location is not accessible on disc 4
When you first arrive here for your SeeD exam, there's not much to do but follow Seifer and fight. Eventually Selphie will replace Seifer, and inherent any magic he drew while in the party. Note that following her by jumping down will count against your SeeD evaluation.
Eventually you'll have a boss fight at the top of the tower with Biggs. Wedge soon joins, and evenutally both are replaced by Elvoret. You can Draw the Siren GF from Elvoret.
After the boss fight, you'll be chased out of town by X-ATM092. This is a tough boss you can't permanently destroy, though defeating it enough so you can run earns you 50 AP each time. Your SeeD evaluation will suffer if you get caught, so to avoid it try to run without getting caught on the scenery. Using the D-Pad rather than the analog stick can help in this regard.
You can return here after your visit to Timber. There are a few items of interest. If you beat the pub owner in Cards, he will show you to his back room and give you a bunch of Cards. You can search the left wall here to find random Items including Occult Fan II. (You can find up to three Items each time you re-enter the room.)
You can also find Items by visiting the artist's house and going to the part of the town depicted. In that area you'll find a dog. Speak to it and look under its bone to find an Item. The items you can find are significantly better if you wait until disc 3.
If you want to, you can make your way back to the comm tower by talking to the guard near the fountain twice and forcing your way through. There are even more soldiers to fight here, but you won't get very far before your way is blocked after an amusing cutscene.
If the Queen of Cards heads to Dollet, she'll be found on the second floor of the pub. When she leaves, she will likely end up in Galbadia (Deling City), or otherwise Balamb. However, Dollet is the Queen's home town, and there's a lot more you can do with her here than elsewhere.
While in Dollet, you will have a new conversation option when talking to the Queen, about her artist father. If you do so, she will ask for one of five specific rare Cards. Lose the Card to her intentionally, and a new rare Card will be created that can be won elsewhere in the world. Unlike Cards lost to the Queen normally, she will not have the Card you gave her. Instead, her little brother has them.
Getting a single Card doesn't seem so bad, but getting all five is a nightmare. The problem is that each time you do this, she will leave town, and you'll have to follow her around, winning and losing rare Cards, until she decides to come back to Dollet. It's highly unlikely that you'll get very far in this quest without the Ragnarok, and you can earn all these Cards on disc 4 without going through this process. I am generally a completionist, but I recommend skipping this sidequest entirely. It's not worth the trouble.
