Getting a discount at Ratch's Wares is a bit more involved than some other Shops. To start with, speak with Ratch. Offer to help with the Pyjaks, triggering the Killing Pyjaks assignment. Complete the assignment to get the discount. Completing the Mission also makes Pyjak meat available. You can give this to the Varren Urz to make him like you, then enter him in the Varren fights.

Note that while the Shop lists Stabilization Gauntlets, the actual Armor for sale here is the Heavy Damping Gauntlets piece.
