The Greater Behemoth is not the first Behemoth you'll fight that will stand up when it gets low on HP, but it is the first that fully restores its HP when it does so. No, it's not fair. The Behemoth's chain gauge will remain constant, so at least your work on that won't go to waste. If you manage to stagger the Behemoth before it stands (perhaps with a preemptive strike) you can kill it with repeated Launches to prevent it from standing and thus regaining its HP.
