Kefka uses a variety of offensive Magic, the most dangerous of which is Ice 2. Muddle and Drain can also wreak havoc on your stragtegy. If you have Celes in your party, Runic will be a life-saver. Physical attacks are much more effective than magic damage against Kefka.
