You'll start the second round with the Ushumgal Subjugator with just Hope in your party, but when he can't take any more, Fang and Lightning will join in (with Fang taking the lead). This trio is quite well-balanced, arguably the best group in the game, so you have a good basis to work with. Start off by Slowing the Subjugator and having Hope put up Protect. A standard assault should suffice to stagger the Subjugator, and from there Fang can Launch it to help dish out heavy damage. Eventually the Subjugator will start using Pinpoint Beam to focus on one party member. Switch to Diversity or a similar paradigm with a Medic to keep the party alive while you sustain the pressure.

The Ushumgal Subjugator's first form is dangerous, but not very difficult to defeat if you're careful. Switch Hope to a Synergist to put up Barfire and other defensive buffs before you do anything else. With its attacks neutralized, you can take your time staggering and finishing off the boss.
