All you need to do to activate this Mission is to reach its Cie'th stone, but that's no easy feat. The stone is hidden in the Asylum from Light area of Mah'habara, which is only accessible by returning to Mah'habara from Sulyya Springs. You'll have to defeat a Tyrant to open the room with the Cie'th stone. And the Zirnitra you're sent to kill is no easy prey, either. It is accompanied by four Alraunes, though these should pose no real threat at this point.
