You can visit the Shumi Village any time after Balamb Garden becomes mobile. There are several optional sidequests to be found here. To get the ball rolling, head to the last building on the path. The Sculptor will direct you to the Elder.
At this point, the Moomba in front of the Elder's residence will move, allowing you access. Speak to the Elder. When you leave, he will direct you back to the Sculptor.
The Sculptor is looking for five types of stone: a blue stone, a wind stone, a life stone, a shadow stone, and a water stone. You'll need to search the village for them one at a time and return to him (they are listed as Items of Interest).
Once you've handed in the five stones, return to the Elder for a Phoenix Pinion. Your first quest is done, but you can begin another by leaving the village and returning.
On your second trip, speak to the Elder's Attendant in the Sculptor's residence. Consult the Elder, who sends you to the Moomba outside his residence. Follow the Moomba back to the statue and it will convince the Attendant to resume work.
Once again, you'll want to consult with the Elder. He'll suggest getting a third worker on the job, and the Attendant suggests the Artisan. Speak with the Artisan, then with the Elder.
At this point, you'll need to head to Fishermans Horizon. Speak to the Grease Monkey, who gives you a Moomba Doll. Return and give the doll to the Artisan to get him working, then speak to the Elder to receive a Status Guard.
If the Queen of Cards heads to Trabia, she'll hang out in the hotel here. When she leaves, she will likely go to Dollet, and if not, either Balamb or the Lunar Gate.
