The layout here is no better than on B1. Head up to the main walkway first. You can enter the area to the north by looping around to the stairs on the north side. You will find a Power Staff here. There is no obvious entrance to the area with the Flame Lance—you'll have to traverse a hidden pathway through the wall on the west side of the area. The stairs down are actually pretty close to where you came in. Just head southwest from the entrance and enter the only door in that area.
