Josef is your typical Final Fantasy monk, at least by design. His physical stats are quite high, and his bare hand skill starts at level 2. You can give him another weapon if you want, but he won't be around long enough to really level, so it's probably best to leave him unarmed. Because his agility is high and he can't use a shield, you may actually want to leave him lightly armored. With level 2 evasion and a default evasion of 13% with the gear he starts with, he can stop some attacks by simply dodging them.
