Merchants may seem weak, but they hit as hard as anything else in town (and that's hard). Most shopkeepers are Merchants, as you'd expect, but they can be found wandering around as well. Be aware that the Merchants in charge of stables that you can enter with a Key are usually aggressive and will attack on sight. You might be better off paying for the Horse than trying to steal it.

You won't find many aggressive Merchants, aside from one in Devil Guard who will attack if you rob him blind. They are very weak foes, not worth angering the Guards for.
