There are a few ways to trigger this Mission, but the easiest is to the find the Forged IDs during Garrus's loyalty Mission. Speak to Kalara Tomi in the Citadel between levels 26 and 27. You can just give the Asari the forged IDs, or you can go speak to C-Sec Customs at the port entrance and convince them to let the Asari leave.
