It's entirely possible that you'll only ever see two Antarctic Winds in the game, one quite early, and one quite late. Its Icestorm 16 attack is actually quite potent, and can kill the Snow Cavern's Adamantoise boss in one shot with ease. You could also use this against a large group of Ice-weak monsters to devastating effect.
