The effect of Fear stacks with itself.
Fear is an interesting Spell that makes enemies run away from you. While this certainly can make some battles easier, the problem is you don't get experience or gil when enemies run away. And in most cases it would be easier for you to just run away from them. Why this Spell is exclusive to White Mages is beyond me, but let's be honest, Red Mages wouldn't spend a level 4 Spell slot on it anyway.

Fear was a terrible Spell in Final Fantasy, since you got no reward for enemies that ran away. Final Fantasy II's leveling system does not have that limitation, however, so Fear can be a rather effective Spell. It's fun to cast with Minwu early in the game, as those weak Monsters are already inclined to run. If you level up the Spell (and your Spirit), you can use it on a wide variety of creatures. Note that you can cast this Spell repeatedly, and its effects stack.
