Theoretically, you "have" to Enter the Dungeon of Time to complete Ultima III, but since all you get here is a hint, you can get away with skipping it. I would recommend finding the Lord of Time regardless, because there's no other way (in game) you'd know how to defeat Exodus—he's the one who tells you what order to Insert the four cards in.
The only mark to be found here is the Mark of Kings, which is available in three locations. It's easiest to find on the second floor, though it's hardly even out of the way on level 08 if you're heading for the Lord of Time.
The first three levels are pretty straightforward, but on level 04 you have some choices to make. Conveniently, you'll find Fountains of both Curing and Healing on that floor, making it pretty easy to explore. The northwest ladder in the central room will lead you to the Lord of Time, but the ladder in the southeast corner of the level will do the same much more quickly. Most interesting is the hidden double ladder in the center of the floor, which leads to two well-stocked treasure rooms.
You can take the southeast corner ladder all the way up or down the dungeon, but your goal is level 08. Here you'll find a Fountain of Healing, then a long trek to the Lord of Time.
If instead you continue following the central ladders, you'll find a good amount of treasure scattered on level 07, as well as a room filled with both treasure and traps on level 08. You can't find the Lord of Time from this path, however.
