Priates Harbour is most notable as the only place in the game where you can get a Rocket, but there's a lot going on here. Of special note is that the Jester guarding the CCCP Test Launch area tells you to Offer the hotel clerc [sic] Gold, the most direct Hint in the game as to how you actually increase your Stats. (The hotel clerk in question is in New San Antonio.)
Stealing a Rocket, Plane, or Frigate all amounts to pretty much the same process. You'll have to defeat the stationary Guard and Unlock the door, then rush in and Board your Vehicle of choice before "Da KGB" gets you. There isn't really much point in stealing a Plane here, but if you steal a Frigate you can take the free Weapons and Armour on the central island before you leave. The 666 written in the water is probably referring to Earth's galactic coordinates, though it could be some ridiculous devil thing, too.
Taking the Rocket is simplest of all, since all you need to do is Board and Launch it. You'll need an Ankh to Board and Tri-Lithium to Launch the Rocket. It takes one to Launch and another to Hyper Jump, so bring at least four for a round trip to Planet X. You can't save until you return to Earth, so be careful.
