The Time Machine will take you to The Final Battle with Mondain, assuming you've collected all four colored gems. You can't buy or even find a Time Machine. Rather, you have to rescue a Princess, who will tell you where the Time Machine is. You need to be Level 8 and a space ace to do this. It may seem like a lot of work, but hey, it's the plot of the whole game.
