Horses don't do much for you, but it's cool to have one, and they're pretty cheap. Of course, you'll need a new Horse on each Continent you visit, if you insist on always riding one.

Horses are often overlooked in Ultima II, but they have their uses. They are the only form of transportation you can buy, and they are relatively cheap. The advantage of riding a Horse is that you can outrun landbound enemies on the world map. This is especially useful later in the game when you don't need money and just want to get from point A to point B... of course, at that point, you probably have access to a Frigate or Plane, too.
The downside of Horses is that they use double the Food of just Walking (which makes sense—that Horse has to eat too you know!). This can make them expensive to use, especially early in the game.
Note that you can ride Horses through Time Doors. You could potentially even avoid the hordes outside Shadow Guard by riding around them and leading them on a merry chasse.

Horses are expensive (and not that easy to locate), but they offer an interesting advantage: you get two moves for every one the monsters make. This applies even in townes, so it's helpful if you want to rob people and be able to outrun the Guards. The only real downside to Horses (aside from the cost) is that you can only X-it one on grass.
One interesting note about Horses is that the exact cost is based on the number of party members you have. With a single party member, you can buy a Horse for 200 Gold. You can then disperse the party and form a new one with four party members (leaving your Horse near Britain) and use that Horse. Magically that single Horse has become four! It's a lot of effort to save 600 Gold, but it can be done.
