As far as I can tell, Level doesn't seem to do anything. It probably does in fact, but the effect is not obvious. However, you will need to reach Level 8 (and become a space ace) in order for a rescued Princess to tell you the location of a Time Machine. You gain one Level for every 1,000 Experience, so you'll need at least 7,000 to beat the game.

As far as I can tell, Level has no mechanical effect. It's nonetheless an important Stat, because more items will become available in various Shops at Level 4, and the best Weapons only become available for sale at Level 7. Most importantly, you must be Level 8 before the Princess will tell you about the Time Machine.

So how do you gain Levels, you ask? Surprisingly, it has nothing to do with Experience. You actually gain Levels with the passage of time. You can just stand in town and repeatedly Pass and you'll gain Levels (though it'll cost about 100 Food per Level to do this). This can be useful if you complete all of your Quests before you reach Level 8.
