If you want to take to the open seas as quickly and cheaply as possible, the Raft is the Vehicle for you. However, be aware that you'll need a ranged Weapon to fight sea Creatures, since the Raft lacks the Frigate's cannons. If you don't have one, you'll have to run away (or better yet, save up and buy a Frigate).
