The Pug, more commonly called a Tonberry, uses an octuple-damage Cleaver attack and Step Mine as a counter to every attack, in addition to casting Step Mine normally. It won't be easy to get through 8,000 HP and their considerable defenses without being counterattacked to death, even exploiting their weaknesses to Fire and Thunder. To simplify things, try turning them into Imps to stop the carnage. Even with automatic critical hits, this will reduce their damage output drastically.
