You can't enter Castle Fynn until later in the game, when the rebels decide to retake it. Once you defeat the boss and retake the castle, the random encounters will disappear, making it quite a bit easier to collect the castle's treasures. (The two guarded chests will still be guarded even if you open them after retaking the castle.)

Later, you can use the [Ekmet Teloess] keyword to access Castle Fynn's basement levels.

After you retrieve the Ultima Tome and the Cyclone appears, Princess Hilda will tell you that the dragoon's Pendant can be used to call the Wyverns. Go to the magic mirror on the third floor and use the Pendant to summon the Wyvern you need to enter the Cyclone.
