Ice1 is a powerful damage Spell, dealing twice as much damage as Fire1, but few Monsters early in the game are weak to it. The only noteworthy exception is the 255-Defense Green Slime, who are just as vulnerable to Fire. Nonetheless, Ice1 is a very useful Spell for your Black Mage to deal some damage with. Just don't use it against Undead!
Ice3 is the ultimate elemental attack Spell for your Red Wizard, though Flare puts it to shame. There aren't a ton of targets weak to Ice late in the game, but Ice3 deals enough damage to make it worthwhile against groups of Monsters without extreme Magic Defense.

You won't run into a whole lot of Cold-vulnerable creatures outside of Gurgu Volcano, but ICE2 is still a great damage Spell simply because it deals 1/3 more base damage than FIR2 or LIT2. As long as you save at least one level 4 slot to cast FAST during a given boss fight, there's not much better to do with your Spells than pound foes with ICE2. Be aware that all Undead and most enemies in the Ice Cave resist Cold—however, those are all solid FIR2 targets anyway.
