The first time you are in Deling City, it will be as Laguna. You can explore a bit, but there's not much to see. Head right from the starting point to find the hotel with the "piano lady" Laguna's companions mention. You can stay if you want, but you need to head down the stairs to the right to advance the plot.
When you arrive here with Squall and the others, you'll have the run of the place. You'll soon come upon the same central square you may remember from your time as Laguna. You can take a bus directly to your destination, Caraway's Mansion. There, you are told to head to the Tomb of the Unknown King, and the man there will offer to escort you to the car rental on the edge of town. You can also buy a hint for 3,000 gil, or a location displayer for the Tomb for 5,000 gil. The hint is just that there is an optional GF to be found in the Tomb. The location displayer can be helpful if you get lost.
Though the city is fairly large, there isn't very much to find here beyond some Shops, a Thundara Draw point, and an issue of Timber Maniacs at the hotel.
When you return with the student ID from the Tomb of the Unknown King, General Caraway will go over the plan and the party will split into three groups. As the gateway team (Quistis, Zell, and Selphie), head back to Caraway's Mansion. Meanwhile, Rinoa will sneak into the Presidential Residence. When you regain control of the gateway team, examine the set of glasses on the wall then the statue in the corner to open a secret passage to the sewers.
The sewers are a maze with a number of locked gates and a few Items of Interest. You can ride the waterwheels up or down to platforms at other heights in some cases. Shortly after entering, you'll switch to the sniper team (Squall and Irvine) outside the Presidential Residence. If you didn't do so with Rinoa before, now is a good time to check the sewer grate near the save point and pick up a copy of Weapons Mon May.
The sniper team will only fight one battle, a boss fight with a pair of Iguions. Don't forget to Draw the Carbuncle GF from one of them. They are immune to Fire magic, but the Brothers GF can make short work of them due to their weakness against Earth. After the fight, Rinoa joins the pair.
Soon, you'll resume control of the gateway team. The sewers are arranged like a maze, but there's usually only one way to go. The few side paths lead to Draw points. Once you reach the Gateway, you will begin a sequence that ends with Squall facing off with Seifer. He's not much of a threat, and his best attack is Fira.
Once Seifer is defeated, Irvine and Rinoa will join Squall to face Edea. Carbuncle is very useful in this fight because Edea will take the time to Dispel the Reflect effect from each party member in turn. You don't need to win this fight to proceed, although doing so will earn you 20 AP. This fight marks the end of Disc 1.
When you're not busy with plot events, you can use Deling City's comprehensive train system to get around. You can take trains to Timber, the Desert Prison Station, or Galbadia Garden. All tickets are 3,000 gil, but you may have to wait a while for your train to arrive. Note that you can take the train to the Desert Prison Station and stay on to make it to Timber as an alternate route.
Also note that if you return here later in the game, you can play Cards with Rinoa's father. You have to lose your Ifrit Card to him before he will play Rinoa's Card, though. You can get it back by playing Martine in Fishermans Horizon.
When the Queen of Cards comes to Galbadia, you'll find her in the hotel lobby. From here, she usually heads to Fishermans Horizon, but could also head to Balamb, Dollet, or Centra (Winhill). If you gave her the MiniMog Card, you'll find the created Kiros Card in the possession of a man in the shopping arcade.
