Dispel sounds good in theory, but unfortunately it has no practical application. Removing resistances is all well and good, but with the high Magic Defense of most late-game Monsters, you're still not getting Spells through without a weakness, and Dispel doesn't create those. Not only that, but there's a decent chance Dispel won't even connect! Realistically, this Spell is better for pulling off silly tricks than actually turning a battle in your favor.
