Sahagin Chiefs occasionally appear during ocean encounters, and are basically tougher Sahagins (with the same high Evasion). They have moderate Attack scores and can be dangerous in large numbers. If it's available, Bolt2 is a good way to take them out. Later in the Sunken Shrine, Sahagin Chiefs won't really be able to hurt the party, but they appear in very large groups with Sahagin Princes, making them annoying. A shot from the Gauntlets or Thor's Hammer should clear them out nicely.
Sahagin Princes have the high Evasion of their lesser brethren (which should be less of a problem at this stage of the game), and a pretty good Attack score to boot. Luckily they aren't very tough, and Lightning-based Spells can soften them up and take out the Sahagin Chiefs they often appear with in one shot. They are a bit more of a threat in the large groups you will see in the Temple of Chaos Past's water floor, but not by much.

SAHAGS can't dish out or take much damage, but their high Evade makes them difficult to hit with physical attacks. LIT or ICE will usually take one out, and LIT2 can clear out a whole group along with their companions. DARK is also highly effective, as affected SAHAGS will have their Evade reduced to a much more reasonable 16%.
These fishmen have a timeless turf war with rival imps over prime waterside real estate.
